Sergeant
Rick Pelicano of Frederick, Maryland, has been a mounted police officer
for twenty years. For much of this time, he has been in charge of training
the horses and officers of the Maryland National Park Police, preparing
them for crowd control, event security, executive protection, daily patrol,
and mounted police competition. Sergeant Pelicano was in charge of training
mounted security for the equestrian venue at the 1996 Olympic Games in
Atlanta.
Accredited through
the American Riding Instructor Certification Program, Sergeant Pelicano
was named Instructor of the Year in 1995. He began conducting "bombproofing"
clinics in 1997 after helping a local mounted volunteer unit learn to
proactively train their horses to cope with objects and situations often
considered confusing or terrifying. The clinics became so popular, he
soon expanded his schedule to accommodate the general equestrian public.
